I am not familiar with all the names of all the parts. Atop of the Cylinder there is what I think is a pressure relief valve that is always dispensing air....suspecting it was bad I removed it & installed a screw. Pressure still did not come up. I have drained the Tank & do not feel any leaks with the exception of the Air Filter (is this the problem?). Pressure is building as I can pull the Safety Valve ring and air will escape for several seconds. This is a JobSmart Compressor CFM at 40 PSI: 5.2, CFM at 90 PSI 4.2, Max. PSI: 115, 10 Gallon Tank, Model ZJ3040SA

It sounds like the valve plates leaking (broken or not seated correctly) or head gasket blown. Worth checking these out, you will need to get replacement gasket set, some come with valves or valve plate.
